Ilva Gail Phillips , age 59, of Franklin, WV, passed away on Sunday, January 27, 2019 at Madison Nursing Home in Morgantown, WV. She was born on September 14, 1959, in Petersburg, WV, the daughter of Orma (Hedrick) Bland of Petersburg, WV, and the late Jackie Bland. Ilva was married to Mike Phillips, who survives in Old Fields, WV.

Ms. Phillips was a 1977 graduate of Fairmont Heights High School. She had worked at Highland Data and in her earlier years as a filing clerk for the Department of Justice.

In addition to her mother, she is survived by: a son, Christopher Thomas Phillips (Ashley) of Franklin; a step son, Scott Philips of Old Fields; 2 step daughters, Stefanie VanMeter of Purgittsville, WV, Suzanne George (Chris) of Old Fields; a sister, Penny Hoggarth of Petersburg; 2 brothers, Hadley Bland of Petersburg, Richard Bland (Teresa) of Seneca Rocks, WV; and 6 grandchildren, Lilly, Levi and Layla Phillips, Dakota George, Alyssa and Gavin VanMeter.

Ms. Phillips' family will receive friends on Friday, February 1, 2019, 5-7 PM at the Basagic Funeral Home in Franklin.
