Lucy Downs Pannell , age 81, of Manassas, VA, passed away on Tuesday, August 28, 2018 at Fairfax Hospital in Fairfax, VA. She was born on October 30, 1936 in Warrenton, VA, the daughter of the late Lawrence F. and Frances Virginia (Jacobs) Downs. Lucy married Jack Albert Pannell, who preceded her in death on July 6, 2004.

Ms. Pannell was a graduate of Osbourn High School in Manassas and was a member of the Manassas Presbyterian Church. She retired in 1992, after working for 37 years as an HR Director and Recruiter for Central Intelligence Agency in Washington, DC.

Ms. Pannell is survived by: 2 daughters, Barbara Ann Harris Lubbers and husband Anthony of Sumer Duck, VA, Christine Marie Pannell and husband William G. Murphy of Manassas; a step-daughter, Cheri Lynn Nahas of VA; a sister, Jacqueline Downs of Manassas; and 9 grandchildren, Josh, Toni Dawn, Dustin, Deanna, Shannon, Avery, Kelly, Natasha, and Scarlet.

Ms. Pannell's family will receive friends on Saturday, September 1, 2018, 5-7 PM at the Basagic Funeral Home in Franklin. A graveside service will be on Sunday, September 2, 2018 at 2:00 PM at North Fork Memorial Cemetery in Riverton, WV, with Rev. Earl Bible officiating.
